The figures were presented at a seminar of judges on the protection of the right to a fair trial within a reasonable period of time.

Amendments to the Courts Act, which entered into force in late 2005, stipulate that this problem would in the future be dealt with by lower and specialised courts instead of the Constitutional Court.

The latter will be bound to tackle the matter only if the right to a fair trial within a reasonable period of time has been violated by the Supreme Court.

Most complaints which Croatians have filed with the Strasbourg-based European Court of Human Rights refer to unreasonably long proceedings before domestic courts.

Croatia's representative before the Strasbourg court, Stefica Staznik, told the seminar that in 2005 alone Croatia had to pay about 200,000 euros as damages to its citizens under rulings passed by the European Court of Human Rights.
