He said this law would regulate campaigns, the participation of associations in elections, election financing, ballots, polling stations, and media blackout, which he added was not regulated at the moment.
Tolnauer said the turnout at the last minority election was 12.76%, although the result was not final. He added the turnout was similar to the one at the previous, first minority election, although additional preparations, including campaigns, had been made for the recent one.
Tolnauer said that interestingly, smaller minorities went to the polls in greater numbers at the recent elections.
A member of the Council, Vojislav Stanimirovic, said it was unacceptable that the state had not financed pre-election activities and that they had been sponsored by the European Commission. Milorad Pupovac agreed, saying it was absurd that national minority councils were treated as nongovernmental organisations.
