Sabor Speaker about role of parliaments in efforts to join EU

ZAGREB, April 16 (Hina) - The main challenges the parliaments of SEECP member-countries are facing are to find models of activity to unite a strengthened need for a new Europe, for further development of freedom and democracy and the need for Southeast Europe to turn to new horizons, Croatian Parliament Speaker Vladimir Seks said at a conference of the SEECP in Zagreb on Monday.

Seks, who was the host of the sixth conference of the Southeast European Cooperation Process (SEECP) Speakers of Parliament, said that now might be time when representatives of peoples in the region must recognise new challenges, new chances and new obligations.

Figuratively speaking, Seks said that there was a triangle of new challenges in which "we witness discussions on Europe's future and... the need to fortify the restored democratic systems in Central and South-East Europe... and, finally, a historical need to take together our part of Europe to a new level and bring new quality into our political relations."

Seks also urged parliamentary deputies to encourage executive authorities to make new steps and be daring in taking over new responsibilities and making changes that would facilitate the accomplishment of their peoples' interests.

"Our part of Europe has no time to wait for the future," the Croatian official said.

He added that the SEECP was becoming "our asset" and that there was no need for Southeast Europe not to develop cooperation just as other parts of Europe.

Speaking about the common European vision, Seks said that the role of parliaments was twofold.

Parliaments are responsible for the adoption of laws in the process of adjusting the national legislation to the EU acquis communautaire, and on the other hand, they are expected to enrich regional cooperation and contribute to the peace and stability and the strengthening of good-neighbourly relations in Southeast Europe, Seks said.
