Pensions, reconstruction most frequent subjects of complaints sent to ombudsman

ZAGREB, April 3 (Hina) - Last year, the largest number of complaints sent to the Office of the Ombudsman concerned violations of rights relating to pension insurance, reconstruction of war-damaged property and the performance of courts.
ZAGREB, April 3 (Hina) - Last year, the largest number of complaints sent to the Office of the Ombudsman concerned violations of rights relating to pension insurance, reconstruction of war-damaged property and the performance of courts.

Ombudsman Jurica Malcic on Tuesday sent to parliament a 184-page report on the work of his office in 2006.

Last year saw 1655 appeals in writing and the year before the office had received 1653 complaints in writing.

In addition, 764 people came to the office to explain their cases, and the office receives between 20 and 30 telephone calls on a daily basis.

Just like in the previous years, in 2006 most complaints (343) were about the work of the Pension Insurance Agency (with acronym HZMO in Croatian). The injured parties complained about the procrastination of procedure for getting pensions, a lack of transparence of the agency's work, and barriers to get family pensions or pensions in arrears.

The HZMO was followed by the Ministry of Reconstruction and Development in terms of the number of complaints received.

Ombudsman Malcic said that complaints related to problems with property restitution, reconstruction of war-damaged housing, tenancy rights etc. He noted that he had sent four letters to Development and Reconstruction Minister Bozidar Kalmeta, but to no avail.

As regards the performance of courts, 266 complaints were lodged with the Office of the Ombudsman, mainly due to lengthy court proceedings and to the outcome of some proceedings.

The number of complaints regarding the violation of rights of prisoners and detainees in custody climbed 100 percent to 152 in 2006.
