ZAGREB, 3 April (Hina) - Jakov Milatović on Sunday won the Montenegrin presidential runoff election with about 60% of votes while the incumbent Milo Đukanović won around 40%, the Centre for Monitoring and Research (CeMI) NGO said on Sunday evening after 100% of ballots were counted.
