ZAGREB, Aug 8 (Hina) - Zeljko Komsic, the current chairman of Bosnia and Herzegovina three-member presidency, said on Thursday that he would obstruct the formation of the new Council of Ministers if there were no firm guarantees that the new authorities would conduct reforms necessary for the country's NATO membership bid.
