LJUBLJANA, Dec 6 (Hina) - A two-day ministerial session of the Organisation for Security and Cooperation in Europe (OSCE) ended in Ljubljana on Tuesday afternoon without the adoption of a final declaration as no agreement was reached on possible formulations of the position on the withdrawal of the Russian forces from Moldova.

We regret the fact that no agreement was reached on a political declaration or regional statement on Moldova which would express support to the sovereignty and integrity of Moldova, a US official at the Ljubljana conference, Julie Finley, said on Tuesday afternoon.

The disagreement between the US and Russian delegations during the Ljubljana OSCE conference raised a question about the functioning of the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) in countries which used to be parts of the former Soviet Union. This also sparked doubts about reforms of the OSCE.

A ministerial statement, which was adopted at the end of the meeting, calls on the OSCE Permanent Council to continue with reforms, and on the ODIHR to submit a report on its work next year when Belgium will chair the organisation.

Dimitrij Rupel, Foreign Minister of Slovenia which chaired the OSCE over the past 12 months, told a news conference that a series of other decisions and documents had been adopted at the Ljubljana conference and described Slovenia's one-year presidency of the OSCE as successful.

Rupel, however, said he regretted the fact that the conference had not adopted a separate statement on Kosovo, the issue which Slovenia, at the start of its presidency over the OSCE, underlined as one of the priorities.
